During the year 2000, the Jharkhand Combined Entrance Competitive Examination Board (JCECEB) was set up by the Government of Jharkhand for presiding over the admission procedure via admission tests into the state’s several institutions, including the skill-based training centers. The Board is a self-funded, autonomous institution and the Member of the Board was appointed for framing the policies governing the body.

The policies that govern the vocational education centers (inclusive of the government-owned Industrial Training Institutes or ITIs and privately-run Industrial Training Centers or ITCs) are framed by the National Council of Vocational Training (NCVT) that operates at the national level. For the respective states, the State Council of Vocational Training’s (SCVT) functions include implementing the given NCVT guidelines.

In India, the ITIs and ITCs offer the option of pursuing vocational education for those youngsters who want to gain technical know-how rather than continuing with conventional studies. Keeping the technical education needs of the country’s youth population, during the 1950s, the Union Government of India passed the necessary sanctions for establishing the ITIs and ITCs. By doing so, the aspiring students are given a choice to choose among several NCVT and SCVT trades, following which they are eligible to apply for jobs at the national level or state level, respectively.
